The story of PIO’s school begins not in a classroom, but beside a garbage heap.

In 2001, founder Phymean Noun, now one of Cambodia’s most revered child advocates, witnessed hungry children scavenging for scraps — even eating discarded chicken bones. Struck by their desperation and yearning for a better life, she began teaching them basic lessons right there at the dump. Soon, these informal classes became the seed of something much larger.

Within a year, she had gathered funds — including personal savings — and built the first PIO school at the heart of the community she sought to serve. What started with just 20 children grew rapidly as families saw their children’s confidence, joy and ambition flourish.

Today, PIO operates multiple schools serving thousands of children from the most disadvantaged backgrounds in Phnom Penh — especially in areas like Stung Meanchey. Neighborhoods that are home to families affected by urban displacement, economic hardship, and situations where children might otherwise be pulled into child labor or left out of school entirely.

At its core, PIO’s mission is simple yet profound:

At PIO’s flagship campus in Stung Meanchey, education begins with early childhood programs and flows through primary grades. Here, students follow the Cambodian national curriculum in core subjects like Khmer language, mathematics, social studies, and science. These classes run each weekday and are taught by trained local teachers committed to fostering academic confidence in every child.

In addition to academic subjects, children receive lessons designed to build life skills, creativity, and emotional resilience — essential foundations for both school success and personal development.

🇬🇧 English and Beyond


Recognizing the global importance of English for future opportunities, PIO also runs English language classes, many of which are designed around well-established curricula like the “Let’s Go” series. English is taught alongside the national curriculum, enabling students to become comfortable with a second language that may open doors to higher education and employment opportunities later on.


🎓 Keeping Kids in School — All the Way to Adulthood

One of the biggest challenges in disadvantaged communities is that even when children attend primary school, few continue into secondary education. Many drop out as families struggle to pay fees, buy uniforms, or accept that children must work instead of study.

PIO tackles this barrier head-on. In 2016, following approval from Cambodia’s Ministry of Education, Youth and Sport, the organization expanded its offerings to include secondary school classes (Grades 7–12). This move profoundly changed educational outcomes for older students, creating a seamless path from kindergarten all the way to graduation — entirely free of charge.


The secondary curriculum mirrors that of public schools, with students taking 14 subjects — providing them with the academic rigor required to sit national exams and smoothly transition to further study or vocational opportunities.


🩺 Beyond Books: Health, Nutrition and Well-Being


PIO understands that a child cannot learn effectively if they are hungry or unwell. Each school day begins with a nutritious meal for all students — a critical intervention in communities where food insecurity is commonplace. Clean drinking water is always available.

Medical and dental care are also integrated into the school experience. Through partnerships and funding from international supporters, PIO runs clinics staffed by qualified professionals who provide regular check-ups, basic treatments, referrals and health education. This ensures children learn in environments where their physical well-being is a priority, not an afterthought.

What truly sets PIO’s school apart is its people — dedicated staff and volunteers who are driven by service, not by salary. Many PIO teachers are local Cambodians who know the community intimately and inspire trust and affection from students and families alike.
